Swire Shipping Pte. Ltd., (SSL) a Singapore headquartered Shipping Company (see https://www.swireshipping.com) celebrating its 150th anniversary this year, will be sponsoring this position.

The successful applicant would:
➢ be directly employed by SSL through its Sustainable Development (SD) department based here in Singapore time zone, or via a suitable local entity in the country of residence of the applicant, if this can be arranged;
➢ be employed under SSL’s standard employment T&Cs. All personal taxes will be the responsibility of the successful candidate;
➢ be seconded to work 100% for WOC as SO-SI PO, reporting directly to the CEO of the WOC (based in Hawai’i and/or Barcelona), and working closely with the (global) SO-SI Working Group;
➢ report indirectly to the SSL General Manager for Sustainable Development in Singapore for all operational support issues.

Position Duration: Three years initially.

Start Date: As soon as possible.

Location: The SO-SI Programme Officer would work primarily from their own home office, but office support facilities would be made available as required/requested in the SSL office in Beach Road, Singapore which operates a hot-desking regime, if the successful candidate resides in Singapore. A laptop and handphone will be provided by the company, and SSL will re-imburse the PO for internet and phone calls made on SO-SI business.

Some company-funded travel may be required to attend WOC, SO-SI or industry events or to enable face to face contact with SO-SI participants.
The global spread of partners to the SO-SI Programme will entail the PO managing work across time-zones
Nationality and Residence: the position is open to suitably qualified and experienced candidates:
• Singapore Citizens and PRs living in Singapore or other countries
• other nationalities living in other countries, subject to resolution of any work visa and employment issues that may arise

Overall Goals:
The SO-SI Programme Officer will work with the WOC CEO and the SO-SI WG to:
• Develop the overall SO-SI coordinating/clearinghouse mechanism that will foster and facilitate
the involvement of a much broader number of industry vessels and platforms in the
programme.
• Assist interested companies in getting involved in collecting and sharing data.
• Develop proposals and funding streams to obtain the resources needed to develop, scale up
and implement the programme.
• Develop pilot, demonstration projects focused on information gathering needs and
opportunities in priority areas.
• Implement the SO-SI Programme Activities, as outlined below.
• Provide secretariat support to the SO-SI WG.
SO-SI Programme Activities

The SO-SI Programme Officer will work with the WOC CEO and the SO-SI WG to:

1. Develop a network and knowledge base on ocean industry data collection and sharing.
• Develop a database of:
   o Existing and planned ocean industry meteorological and oceanic (MetOcean) data
collection and sharing programmes;
   o Companies, vessels, platforms, etc. involved in observations and data-sharing;
   o Academic and research institutions, and national and inter-governmental agencies
involved in voluntary observation and MetOcean data-sharing programmes;
   o Companies, agencies, and institutions providing the technology, instrumentation,
communication, and expertise for ocean industry MetOcean data collection and
sharing.
• Collect and disseminate knowledge on ocean industry data collection and sharing:
   o Contact and gather information from and for industry, science, academic and
government parties involved in ocean industry MetOcean data collecting and sharing
efforts on best practices, barriers, priorities, etc. This will include managing /
mitigating any IP rights and privacy issues and concerns to optimise delivery of shared
data and the programmes desired outcomes;
   o Distill and disseminate information on the business value of voluntary data collection,
and guidance and best practices based on existing experience in ocean industry data
collecting and sharing;
   o Develop and disseminate a ‘menu’ and analysis of MetOcean data collecting and
sharing technology, methods, protocols, costs, and operations/maintenance
considerations;
   o Some administrative level analyses of raw data may be required, but detailed
scientific analysis and drawing of conclusions will remain the responsibility of the
relevant scientific, academic and government parties.

2. Develop SO-SI programme demonstration projects.
• Identify demonstration areas for testing and developing the SO-SI programme;
• Organize workshops on ocean industry data collection and sharing for the pilot area to bring
together companies, agencies, academic institutions, and researchers;
• Develop the scope and specific project for demonstration areas, e.g. companies, parameters,
science partners, etc..

3. Increase the number of industry vessels and platforms and the range of companies and sectors
collecting and sharing MetOcean data.
• Establish the WOC capacity, structure and process to foster, facilitate and coordinate ocean
industry collection and sharing of MetOcean data by:
   o Identifying and contacting:
▪ Companies already involved in ocean industry data collection and sharing to
develop plans for expanding number of vessels and platforms participating;
▪ New companies that are likely candidates for data collection and sharing, e.g.
companies previously involved in data collecting/sharing efforts, companies
have vessel routes or platform locations of interest for collecting data;
   o Developing and testing the clearinghouse/brokering function for coordinating
industry interest and ability to collect data with science community needs for data;
   o Deploying and improving the guidance and best practices on ocean industry data
collecting and sharing and the ‘menu’ and analysis of MetOcean data collecting and
sharing technology, methods, protocols, costs, and operations/maintenance
considerations.
• Work with the SO-SI WG to establish a joint industry-science Advisory Committee to:
   o Develop, guide, and support the SO-SI programme;
   o Develop a strategy prioritized action plan for improving, scaling up and expanding
MetOcean data collection and sharing, based on the SO-SI workshop;

4. Work with the SO-SI WG to increase economic opportunities for the ocean technology business
sector related to ocean data gathering and sharing.
• Create a network of companies that provide the technology, instrumentation, communication
and expertise for ocean industry data collection and sharing, or assist with expanding existing
networks.
• Create and manage task teams around specific technology development needs, e.g. ocean
data sensors for small scale fishing vessels.
• Facilitate development of industry interest and markets for technology related to ocean data
gathering and sharing.

5. Document and communicate results and engage related national and international efforts to ensure
ocean industry data collection and sharing is maintained over the long term and leveraged and
replicated internationally.
• Communicate, in collaboration with the WOC Communications Officer, SO-SI Programme
progress and outcomes through:
o WOC events, ocean industry conferences and other events;
o WOC communications and social media;
o Industry, business, science and other relevant media, publications, websites, etc.;
o Active participation in, and promotion of, the UN Decade of Ocean Science for
Sustainable Development, the 'Ocean Decade', being held from 2021 to 2030, and the
relevant SDGs related to the SO-SI programme goals.
• Communicate outcomes with companies about the business value, tools, information and
progress of ocean industry data collection and sharing.
• Encourage and assist leadership companies to replicate the SO-SI success from the
demonstration areas and commitment to undertaking data collection and sharing over the
long term.

Preferred Qualifications and Experience
• Master’s degree, or equivalent experience, in ocean science or a related field, preferably with
a significant involvement in MetOcean observations and data collection;
• A minimum of 5 years’ experience working for, or closely interacting with, one or more major
ocean industry, preferably shipping, offshore oil and gas or fisheries;
• Excellent English written and oral communications skills;
• Self-starter with the initiative to start projects, work unsupervised, complete tasks
independently, solve roadblocks and address issues before they become problems;
• Familiarity with the UNESCO Intergovernmental Oceanographic Commission (IOC), UN
Decade of Ocean Science for Sustainable Development, Global Ocean Observing System
(GOOS), World Metrological Organisation and/or national observing systems;
• Understanding of the WOC mission and programmes;
• Experience with proposal writing, project development/management and grant management;
• Proved record in conceptualising, organising, planning and executing external and multidisciplinary
conferences and workshops;
• Skill in interacting with professionals at all levels of authority within corporations, government
agencies, inter-governmental organizations and research institutions;
• Demonstrated interpersonal skills and ability to develop networks, build relationships and
promote open communication and engagement of diverse parties;
• Detail- and results-oriented style and ability to meet multiple deadlines by maintaining a high
level of personal organization while working virtually and with limited direct supervision;
• Self-sufficient with basic computer, telecommunications and IT skills and experience;
• Ability to work successfully with a variety of constituencies, personalities and nationalities in
a collaborative environment, potentially across all time zones;
• Exceptional organizational abilities; strong attention to detail and ability to multi-task with
rigorous time management.
