Investing in Quebec: Land of Opportunities

Quebec is the largest of Canada’s 10 provinces and is the second-most populated province, with 8.4 million people. With 3 percent of the planet’s renewable freshwater reserves and 2 percent of the world’s forests, Quebecers are nature lovers and are well aware of their collective wealth. In the last 50 years, Quebec has rapidly evolved from a resource-based to a knowledge-based economy to become one of the world’s most innovative and creative regions. Quebec’s excellent schools and universities, a forward-looking approach to the international mobility of skilled workers, as well as financial support for research and development activities, have accelerated this transition. Quebec’s business environment draws on the synergy connecting the arts, design, technology and science. This unique blend has created economic leaders recognized in their fields around the globe—in aerospace, information and communications technology, video games and artificial intelligence―making Quebec a sophisticated center of innovation.

At the end of 2018, the government of Quebec opened its formal representation in Singapore to develop economic ties in the region. With a network of 32 offices now in operation around the world, the government of Quebec offers businesses, investors, creators, researchers and Quebec institutions its services and advice, as well as activities adapted to the realities of the regions where it is represented.

The government of Quebec is also actively present in the region via its financial arm, Invest Quebec (IQ). Acting as a sovereign fund, a public financing corporation and Quebec’s economic development agency, IQ manages over C$10 billion. IQ actively supports the growth of Singaporean businesses and investors to help them thrive in the North American market.

Few federated states have a comparable presence on the world stage. This network closely follows the work of international organizations in areas that concern Quebec’s spheres of competence as a province, namely culture, science and knowledge, economy and education.

Ho May Kim, director of Duane Morris & Selvam, will open the session, and High Commissioner of Canada N. Lynn McDonald will give the welcome address.

In this roundtable, René Sylvestre and David Brulotte will provide an overview of Quebec and discuss the following topics:
•  Quebec’s current economic situation
• Quebec’s international policy and its efforts to create a more secure, sustainable and equitable world
• Collaborations between Quebec and Singapore in innovation and R&D
• Quebec’s investment opportunities and competitive advantages

Finally, Quebec-licensed lawyer Marc-André Séguin, partner of Exeo Attorneys in Montreal, will briefly present Quebec’s business immigration programs as well as Canada’s work permit frameworks that all entrepreneurs must consider in planning their next steps into this market and its opportunities.
